NAFA Applauds Introduction of SB-496 to Enhance Flexibility in California’s Advanced Clean Fleets Regulation

Edison, N.J. (February 20, 2025) – NAFA Fleet Management Association congratulates Senators Hurtado, Niello and Archuleta and Assemblyman Alanis on the introduction of their bill SB-496 to add appropriate flexibility to the Advanced Clean Fleets regulation (ACF) to facilitate fleet compliance while ensuring progress on the ACF’s emissions reductions goals.

The following statement can be attributed to Bill Schankel, CAE, CEO of NAFA:

“Fleets run America, and NAFA represents public and private fleets across California. These fleets provide the critical public services Americans rely on, including school buses, ambulances, fire trucks, police, mail delivery, public transit and road maintenance. They also deliver the retail goods and groceries that keep stores stocked as well as the packages delivered to homes and businesses every day. A quarter of all of the vehicles on the road nationally are in public and private fleets. That’s 60 million cars, trucks, delivery vans, semi-tractors, snow plows and road graders. Fleets account for 20% of all vehicle purchases in the US and so are critical to the US auto industry. They move $10 trillion worth of goods every year and contribute $800 billion to the US economy.

NAFA members are working diligently to reduce the emissions intensity of their fleets and comply with the Advanced Clean Fleets regulation. In many cases fleet compliance is dependent on others providing critical inputs, including zero emissions vehicles and utility infrastructure. The ACF currently lacks the flexibility to address situations in which vehicle and infrastructure availability lag the ACF timelines. SB-496 Advanced Clean Fleets Regulation makes limited, measured adjustments to the ACF to better align its requirements with these realities while driving emissions reductions.

NAFA looks forward to working with the legislature, CARB and other stakeholders to
improve the ACF to facilitate fleet compliance and emissions reductions.”
