With over 32 years of experience in the fleet industry, I’ve built a career dedicated to advancing fleet operations and safety excellence. I hold an MBA and a BA in Human Resource Management and have led programs for fleets as large as 4,500 units/drivers. My career highlights include developing Forest Pharmaceuticals’ first Safety Program and evolving it through company growth, mergers, and acquisitions. At Exact Sciences, I helped launch and guide their fleet and safety programs, leveraging decades of industry insight.

Recognition includes being named Fleet Manager of the Year (2011), receiving a FLEXY Award for Excellence in Corporate Safety (2013), and my induction into the Fleet Hall of Fame in 2024. Currently, I serve as a Senior Fleet Consultant at CAVIS, LLC, helping organizations strengthen their fleet and safety strategies.

Outside of work, I enjoy traveling, being in nature, and spending time with my Mini Dachshund, Bandit. I’m also a proud parent to two thriving young adults, Emily and Adam.

Judie draws on the philosophy that even the most experienced of drivers can benefit from on-going, comprehensive professional training. Risky driving behavior continues. Unacceptable and irresponsible driving while at work is becoming a liability to many businesses’ brand and reputation. Advanced Driver Training Services instructors, whom are all current and retired law enforcement, are dedicated to teaching our program that targets any questionable driving practices quickly and helps establish the importance of maintaining safe driving habits. Clients don’t want to hear a sales script; they want to know what we can DO to get the results they are looking for. With her creative ability and fresh perspective, Judie offers new areas of improvement that will provide personal, corporate, and commercial organizations with vehicle fleets, the benefits to maintain, improve, optimize, develop and implement visions and goals that will keep drivers safe on the road.

Corey Woinarowicz (Wanna-Raw-Vich) is the recent author of The NAFA Fleet Safety Guidebook and host of the 3rd annual NAFA Safety Symposium. Woinarowicz, a 6 year veteran of the commercial fleet industry, has been a safety advocate and proponent of taking action to prevent the preventable crash and get drivers home safely every night. Residing in Round Rock, TX, Woinarowicz travels the Nation speaking and educating about active fleet safety and guiding fleet managers, safety managers and C level personnel on how to promote, communicate and implement changes in safety culture and technology.

Phillip Wigginton
Senior Transportation Risk Consultant

Phillip Wigginton is a Senior Transportation Risk Consultant for the HUB Risk Services Division based in Houston, Texas. He has over 24 years of experience in the trucking industry, 17 of which focusing on risk management, and has lead safety in the construction, oil and gas, and transportation industries.

Phillip started his risk management career with the Texas Department of Public Safety as a Compliance Review Investigator, focusing on compliance reviews (DOT audits) and roadside truck inspections. He then moved to industry as a HSE and DOT Specialist managing a fleet and focusing on safety in construction and oil and gas. Prior to joining HUB he was with a national carrier as the National Director of Risk Management Services focusing on commercial auto.

Phillip has presented on various topics at industry events for the Truckload Carriers Association (TCA), Motor Carrier Insurance Education Foundation (MCIEF), and Board of Certified Safety Professionals (BCSP). He also has extensive experience in training, internal ISO audits, accident/incident investigations, and telematics programs.
