Tim Coxwell, CAFM

Tim Coxwell, CAFM, serves as Fleet Director for the Leon County Sheriff’s Office in Tallahassee, Florida, a role he has held since 2013. He oversees a fleet of 593 vehicles and leads a team of six technicians, fostering collaboration between Fleet Customers and Staff to achieve the agency’s sustainability goals. Tim credits his CAFM certification as a cornerstone in transforming and strengthening his fleet operations.

Lisa Vitola, CAFM

Lisa Vitola is an accomplished fleet management professional with over two decades of experience optimizing corporate fleet programs and delivering strategic solutions for clients. She began her career at FUJIFILM (2005–2011) as an Associate Manager, where she successfully managed the corporate fleet program for 10 business units. In 2012, Lisa joined Donlen Corporation (now Wheels) as an Account Manager, overseeing a portfolio of more than a dozen clients with fleets exceeding 5,000 vehicles. Acting as an extension of her clients’ teams, she provided comprehensive fleet management services for nearly a decade. Since 2021, Lisa has served as a Strategic Account Manager at Merchants Fleet, where she partners with clients to develop and implement SOPs, standardize vehicle selectors and upfitting, and manage day-to-day operations to ensure efficiency and compliance.

Lisa earned her Certified Automotive Fleet Manager (CAFM) designation in 2017 and renewed her certification in 2022, demonstrating her commitment to professional excellence. She has also contributed to the industry through leadership roles, including serving as Secretary for the NAFA Chicago Chapter (2009–2011) and currently as a member of the NAFA Education Committee.

Patti Earley, CAFM

Patti Earley, CAFM® has worked in various capacities in fleet management for over 40 years. She managed the Transportation Department at South Dakota State University, held the post of Deputy State Director of Fleet and Travel Management for the State of South Dakota and is currently the Fleet Fuel Operations Manager for Florida Power and Light. Patti is an active member of NAFA Fleet Management Association, participating on the national level for over 20 years, including 8 years on the Board of Directors and is a past President of the Association. She has received NAFA’s Excellence in Education award and was the inaugural recipient of the Tom Johnson award. She also serves as an Ambassador for Clean Fuels Alliance America (formerly the National Biodiesel Board).

Beth Cooley, CAFM

Beth Cooley CAFM, Director, Department of General Services (DGS), Office of Fleet Management Services (OFMS).   Beth has over 20 years of fleet management experience, and her background includes risk management, contract management, capital outlay construction and facility leases. She is responsible for a fleet of 3,000 vehicles assigned to over 175 state agencies and state colleges.  In addition, Beth serves as the Secretary/Treasurer with NAFA Board of Directors.  The CAFM adventure added to her creditability, expanded her knowledge, and still offers a resource that she uses today.

Mike Camnetar, CAFM

Mike Camnetar is a dedicated and respected fleet management and operations professional with over 25 years of experience in the fleet and automotive industry. Currently serving as the Fleet Services Manager at General Mills, Mike manages all aspects of the North American Fleet Program, overseeing the entire vehicle lifecycle of over $40MM in assets. He is also responsible for the North American Fleet policy, governance, and safety programs for all fleet vehicles and car allowance programs.

Prior to joining General Mills, Mike held leadership positions at LeasePlan USA, GE Fleet Services/Element Fleet Management, and Standard Coffee Service, where he consistently drove cost savings and process improvements.

Mike holds a Bachelor of Science in Management from the University of New Orleans and earned his CAFM certification in 2007. He is also an active member of the NAFA Fleet Management Association, serving as President (2023-2025) and as a Director on the Board since 2018. Mike is also an instructor for the CAFM program, teaching Introductory and Advanced Fleet Management seminars.

Sara Burnam, CAFM

Sara Burnam is a seasoned fleet management professional with 28 years of industry experience, including 17 years leading public sector fleet operations. Her career spans key roles at the Ohio State Highway Patrol, the State of Ohio, and Palm Beach County, where she directed a fleet of 4,800 assets, managed a $34 million budget, and led award-winning initiatives in technology, efficiency, and employee engagement. Sara has been nationally recognized as Public Sector Fleet Manager of the Year, was nominated for the 2025 Public Fleet Hall of Fame and was featured in Government Fleet’s 20 Under 40 and FLEETSolutions: Future of Fleet. Under her leadership, Palm Beach County earned top 10 rankings in the 100 Best Fleets. She obtained her CAFM in 2014, her bachelor’s degree from the Ohio State University, and her master’s degree from Palm Beach Atlantic University. Currently, Sara serves as Fleet Success Manager at RTA and sits on the National Association of Fleet Administrators (NAFA) Board of Directors, where she continues to lead through education, mentorship, and innovation. A frequent speaker and published contributor, she is passionate about sharing strategies, tools, and insights that help elevate fleet operations and empower industry professionals.

Nathan Schafer, CAFM

Nathan Schafer, CAFM, CPFP is a Fleet Success Manager at RTA. He has nearly 25 years of experience in fleet management and maintenance/repair. Prior to joining RTA, Nathan was the Fleet Manager for SOLID Surface Care, Sandy City, UT and Salmon Electrical Contractors. He was also a Fleet Operations Manager in the United States Marine Corps and has many years turning wrenches supporting heavy duty diesel vehicles, construction, and agricultural equipment. His experience includes vehicle and equipment acquisition and disposal, maintenance and repair, fleet shop management, fleet replacement planning, customer service, and much more. Nathan’s leadership skills have helped him lead fleet organizations to successfully implement changes to improve shop processes, reduce fleet costs, and improve overall management of the fleets that he has been charged with managing. He is a Certified Public Fleet Professional (CPFP), earned his Certified Automotive Fleet Specialist (CAFS), Certified Automotive Fleet Manager (CAFM) and Sustainable Fleet Management Certificate from NAFA, is a certified VMRS Specialist, and has a bachelor’s degree from Weber State University and an MBA from Western Governors University. Nathan is a board member on APWA’s CPFP Certification Council and also part of the NAFA’s CAFM Faculty.

Bradley Northup, CAFM

Bradley Northup is a NAFA Certified Automotive Fleet Manager (CAFM) and seasoned fleet professional, combining his technical expertise with a strategic business mindset, Bradley has over two decades of hands-on experience in the automotive and fleet industry. With an Associate Degree in Automotive Technology and a Bachelor’s degree in Business Administration from San Diego State University Bradley has cultivated a comprehensive understanding of both the technical and managerial aspects of fleet operations. Throughout his career, Bradley has exhibited strong leadership, guiding teams across diverse sectors, including public and private entities. His commitment to public fleet management spans 16 years, during which he has held pivotal roles, contributing significantly to the efficiency and effectiveness of fleet operations. Actively engaged in both local and national fleet management associations, Bradley serves on the board of NAFA is the board liaison to the NAFA national government affairs committee and the NAFA CAFM Commission. In addition to his leadership roles in NAFA, Bradley is deeply involved in supporting his local region of San Diego and the State of California in general. Bradley is vice chair to the San Diego Clean Cities Coalition advisory board and serves as co-chair to the California Air Resources Board’s Truck Regulations Implementation Group (TRIG) Rules & Provisions group.

Michael Naglieri, CAFM

Michael Naglieri is the Fleet Maintenance Manager for Davidson County, North Carolina, bringing over 15 years of automotive experience to his role. A Certified Automotive Fleet Manager (CAFM), he holds a Bachelor of Applied Science in Management and is also a graduate of Universal Technical Institute. Michael began his automotive career as a technician apprentice and steadily advanced to shop foreman, building a strong foundation in hands-on maintenance and leadership. He is actively involved in the fleet industry, serving on the Southeast Regional Council and Membership Committee for NAFA Fleet Management Association. Outside of work, Michael enjoys spending time with his wife, children, and dogs in North Carolina, and can often be found coaching youth baseball or participating in target shooting.

Wayne Westerholm, CAFM

Wayne Westerholm joined Black Gold Transport in North Pole, Alaska last year as their DOT Compliance Specialist.  Previously, he spent 27 years at Harding University in Searcy, Arkansas with the last 14 years as the Parking & Transportation Manager.  He also retired from the Arkansas National Guard in 2012 after numerous deployments.

 

Dave Persad, CAFM

Dave Persad, CAFM, CEM, CPFP, brings over 30 years of experience in the fleet industry, with leadership roles spanning heavy civil construction, mining, waste and recycling, and municipal fleet management. He is passionate about building strong teams and fostering a culture with a clear vision for success.

Dave has been recognized with seven appearances on the NAFA 100 Best Fleets Contest, including two top-20 rankings, and has led his agencies to five appearances on Government Fleet’s Top 50 Leading Fleets. He is also an active contributor to the industry, serving on multiple association boards and committees.

Shae Davies, CAFM

Shae Davies, CAFM is a strategic fleet manager with extensive experience supporting local government and public utility operations. With nearly 30 years in the industry, she views the business of fleet management through a modern lens with particular focus on data excellence. She believes that one of the best parts of management is fostering team growth and career progression, looking to support our future fleet professionals. Having worked at every level from apprentice mechanic to fleet manager, she applies her hands-on experience to disrupt the status quo and change the narrative from Fleet Operations being seen as a necessary evil, to the acceptance of our capability to be a powerful business partner.
