Tim Coxwell, CAFM, serves as Fleet Director for the Leon County Sheriff’s Office in Tallahassee, Florida, a role he has held since 2013. He oversees a fleet of 593 vehicles and leads a team of six technicians, fostering collaboration between Fleet Customers and Staff to achieve the agency’s sustainability goals. Tim credits his CAFM certification as a cornerstone in transforming and strengthening his fleet operations.

Michael Naglieri is the Fleet Maintenance Manager for Davidson County, North Carolina, bringing over 15 years of automotive and fleet management experience to his role. He oversees the maintenance, repair, and lifecycle management of a diverse fleet of approximately 400 vehicles, including law enforcement, emergency medical services, public works, transportation, and administrative vehicles. A Certified Automotive Fleet Manager (CAFM), Michael holds a Bachelor of Applied Science in Management and is a graduate of Universal Technical Institute. He has earned numerous Automotive Service Excellence (ASE) certifications throughout his career, reflecting his extensive technical expertise across multiple vehicle systems and his commitment to maintaining the highest professional standards. Michael began his automotive career as a technician apprentice and steadily advanced to the position of shop foreman, building a strong foundation in hands-on diagnostics, repair, and team leadership before transitioning into fleet management. He combines his technical background with strategic planning to modernize fleet operations through preventive maintenance programs, asset management, fuel management, emerging vehicle technologies, and data-driven decision-making. He is actively involved in the fleet industry, serving as the Co-Chair Southeast Regional Council and is a part of the Membership Committee for NAFA Fleet Management Association. Through his leadership and industry engagement, Michael is committed to advancing the fleet profession, sharing best practices, and helping all types of fleets operate more safely, efficiently, and sustainably.
Nathan Schafer, CAFM, CPFP
Fleet Success Manager

Nathan Schafer, CAFM, CPFP is a Fleet Success Manager at RTA. He has nearly 25 years of experience in fleet management and maintenance/repair. Prior to joining RTA, Nathan was the Fleet Manager for SOLID Surface Care, Sandy City, UT and Salmon Electrical Contractors. He was also a Fleet Operations Manager in the United States Marine Corps and has many years turning wrenches supporting heavy duty diesel vehicles, construction, and agricultural equipment. His experience includes vehicle and equipment acquisition and disposal, maintenance and repair, fleet shop management, fleet replacement planning, customer service, and much more. Nathan’s leadership skills have helped him lead fleet organizations to successfully implement changes to improve shop processes, reduce fleet costs, and improve overall management of the fleets that he has been charged with managing. He is a Certified Public Fleet Professional (CPFP), earned his Certified Automotive Fleet Specialist (CAFS), Certified Automotive Fleet Manager (CAFM) and Sustainable Fleet Management Certificate from NAFA, is a certified VMRS Specialist, and has a bachelor’s degree from Weber State University and an MBA from Western Governors University. Nathan is a board member on APWA’s CPFP Certification Council and also part of the NAFA’s CAFM Faculty.
