Description: Mr. Koelsch has 23 years of fleet industry experience working for state government in licensing and taxation, as president of a fleet services company, as a corporate fleet manager and as a fleet management consultant. In 2007 he was designated a Certified Automotive Fleet Manager (CAFM) by the NAFA Fleet Management Association and has additional training or certification in Transportation of Naturally Occurring Radioactive Material and DOT HAZMAT. Fleet expertise comprises all phases of vehicle life cycle from acquisition to operational management, risk management and disposal. State experience includes acting as departmental liaison to achieve the elimination of the trucking reciprocity tax between states. He has served as co-chairman of the Association of Motor Vehicle Consultants and was instrumental in the passage of laws designed to govern state officials tasked with overseeing the licensing of OTR trucks and trailers via the International Registration Plan (IRP), and provided written or oral commentary to the IRP Dispute Resolution Committee, IRP rule proposals, state legislative committees, official meetings of state tax commissioners, and administrative rule proceedings. Mr. Koelsch’s corporate experience includes overseeing the fleet for a Fortune 500 oil and gas exploration and production company and a midstream pipeline MLP, extensive merger and acquistion analysis, buyout negotiation, chain of ownership, vehicle manufacturer negotiation, vendor selection, alternative and natural gas vehicle (NGV) comparative analysis, RFP and RFQ analysis, Lean Six Sigma processes and committees, risk and accident management, insurance compliance, single source procurement, alliance and program rollout, contract negotiation, contract management and contract compliance. He has presented at the annual Oklahoma Gas Association forum on the subject of GPS monitoring to achieve fleet safety. He has domestic energy procurement experience having served as senior buyer for two divisions sourcing line pipe, production equipment, steel and fiberglass tanks, MRO’s, valves, and safety and fire resistant workwear. He has also sourced off shore downhole tubulars and equipment through international vendors and has knowledge in the areas of invoice factoring, jail and judicial systems, child passenger safety, web search engine optimization (SEO), web design and experience as an adjunct professor of photography. Mr. Koelsch’s consulting clients have included food distribution centers, painting and construction companies, fleet and commercial vehicle dealers, service providers, and heavy and light duty vehicle upfitters. He has delivered analysis and recommendations for lease vs. buy, lease vs. employee reimbursement, vehicle life cycle, total cost of ownership (TCO), compact car through Class 8 specification, drivability and comfort, hybrid electric vehicle (HEV) TCO comparison, refrigerated trailer operational cost, service center availability, maintenance facility programs with internal and out-sourced management, and GPS and fleet card management control. For his clients he has authored fleet policy, RFP’s and websites.. Mr. Koelsch was an honor graduate and holds a Bachelors degree in Journalism and a Minor in Business Marketing from the University of Central Oklahoma.
