01/20/2020 | In Memoriam: NAFA's 11th President A.J. "Al" Cavalli (1923-2020)

In mid-January, NAFA received word that Association Past President A.J. "Al" Cavalli passed away. He served in that position from 1969 to 1971. Starting with NAFA Fleet Management Association in 1958 -- before it formally existed -- Cavalli was a member of its progenitor organization, the Round Table Group. That collective of only 20 individuals met to discuss fleet issues and concerns of the day. Responding to attitudes at the time that regulatory bodies and automakers did not respect the needs and opinions of fleet professionals, the founders of NAFA signed the articles of incorporation soon after.

On January 9, the House Energy and Commerce Committee's Energy Subcommittee held a markup to pass several bills, which will now go to the full committee for consideration. Among the bills, three were of note for NAFA: the Clean Commute for Kids Act, the New Opportunities to Expand Healthy Air Using Sustainable Transportation (NO EXHAUST) Act, and reauthorization of the Energy Department’s Clean Cities Coalition Program.

Wholesale Prices Rebound to End the Year​

Wholesale used vehicle prices (on a mix-, mileage-, and seasonally adjusted basis) increased 1.54% month-over-month in December. This brought the Manheim Used Vehicle Value Index to 141.1, a 2.5% increase from a year ago.

Following a normalizing trend in weekly Manheim Market Report (MMR) prices at the end of November, December saw stability and even gains in many segments. Three-year-old vehicle values in aggregate were up 0.1% for the month. As a result of the stabilization at year-end, prices in aggregate ended 2019 at a historically more normal level of 90% relative to the value at the beginning of the year but well below the performance experienced in either of the last two years.

01/14/2020 | Canadian Legislative Issues - January 2020

The federal carbon tax came into effect in Alberta earlier this month. However, the government of Alberta continues to fight the constitutionality of the policy. The tax, which comes in at $20 per ton, but will increase to $30 in April, replaces the carbon tax that had been put in place by the previous Albertan government in 2017. It was subsequently repealed in June 2019 when a new conservative government was elected. The federal Liberals vowed to impose a federal tax on provinces that do not develop their own carbon tax system and have already done so in Saskatchewan, Ontario, Manitoba, and New Brunswick.
