NAFA's Emergency Operations Manual Helps Public Fleets Manage During A Crisis

(PRINCETON, NJ - AUGUST 30, 2012) - You can add Mother Nature to the list of obstacles faced by fleet managers these days. Recent years have brought on powerful thunderstorms, floods, and tornadoes; areas have been hit with record heat and buried in blizzards; and this year has added dust storms and extended drought conditions to the mix. Weather conditions can bring government projects to a halt, cause millions of dollars in structural damages, and even cause fatal injuries. Fleet managers, who are an integral component of any emergency response effort, have to be prepared for whatever crisis is sent their way. The new Emergency Operations Manual by NAFA Fleet Management Association helps public fleet managers stay cool when the pressure is on them.

"We examined emergency response and how fleet fits into the overall organizational response," said Walter Burnett, CAFM, retired Public Works Director, City of Macomb, IL, who was the project leader for the manual. "One of the lessons of 9-11 and Hurricane Katrina was that everybody has to work cooperatively. You can’t have police doing their own thing without fire and the public works department. Everybody has to coordinate, and fleet has a very specific role and function in that; even if it’s not often a very high-profiled one, it’s a very important one."

NAFA’s Emergency Operations Manual provides step-by-step instructions on how to develop an effective emergency operations plan that will help fleets survive both natural and man-made disasters and emergencies. For fleets who do not have a plan in place, this manual will guide them through the process of developing one. Fleets that already have a plan can use the manual as a benchmark to ensure their plan is thorough enough to succeed.

"You can do your job exceptionally well every day, but if your organization fails in an emergency or disaster and people die, get hurt, or become financially burdened, it will define your career," said Burnett. "You will have failed during that emergency."

Key resources in the manual include:

  • Fleet emergency response procedures template for public sector fleets developed by NAFA
  • Emergency response team assignments
  • Department emergency operations succession plan
  • Fleet services emergency organization chart
  • Mutual aid network activation procedures
