HR 6, Renewable Fuels, Consumer Protection, and Energy Efficiency Act of 2007 – as passed by the Senate, June 21, 2007
Highlights
· Alternative fuel vehicles – instructs DOT to develop a plan where half of vehicles sold in the United States could be run by alternative fuels (including hybrids and FFV) by 2015 if “technologically and economically possible.”
· Biodiesel
o Requires uniform labeling of biodiesel blends certified to meet applicable ATSM standards.
o Requires federal regulations for testing and certification of compliance with applicable ASTM standards.
· EPAct – Amends EPAct to provide credits for use of fuel cell electric vehicles, hybrid electric vehicles, medium- and heavy-duty electric vehicles, NEVs, and plug-in hybrid electric vehicles.
· Federal fleet
o Not later than October 1, 2015, each Federal agency must achieve at least a 20 percent reduction in petroleum consumption, and that each Federal agency must increase alternative fuel consumption by 10 percent annually.
o Each Federal agency is to actively promote incentive programs that encourage federal employees to reduce petroleum use through telecommuting, public transit, carpooling and bicycling.
o Each Federal agency is to purchase energy-efficient replacement tires for fleet vehicles.
· Fuel economy
o Autos and light trucks – sets an average fuel economy standard of 35mpg by 2020.
o Medium- and heavy-duty vehicles – initiates a process for DOT, DOE and EPA to consider fuel economy standards for commercial trucks (defined as a vehicle with a gross vehicle weight rating of more than 8,500 pounds).
· Infrastructure – Establishes a grant program for the construction or expansion of alternative fueling infrastructure. Any entity eligible to receive grants under the Clean Cities Program is eligible.
· Renewable fuels – By the year 2022, 35 billion gallons of renewable fuels is to be used in motor vehicle fuel and home heating oil
· School bus idling – provides assistance to States to reduce school bus idling.
· Studies
o Ethanol – DOE study of methods of increasing the fuel efficiency of flexible fueled vehicles by optimizing flexible fueled vehicles to operate using E–85.
o Ethanol – DOE, DOT and EPA to study of effects of ethanol-blended gasoline on off-road vehicles.
o Biodiesel – DOE study on the effects of the use of biodiesel on engine durability, including B5, B10, B20 and B30.
